Job Duties

As a Utility Analyst 3 (Environmental), under general supervision of senior staff, would have a wide scope of supervisory and program responsibility; provide guidance, direction, and supervision to subordinates; demonstrate expert environmental knowledge related to the electric, steam, gas, water and telecommunications industries; and may perform duties related to the siting of renewable energy projects and transmission facilities. These duties will include, but are not limited to, reviewing and processing certification applications, preparing testimony, participating in hearings, and preparing correspondence; performing desktop analysis and field reviews on environmental, land use, and construction feasibility issues for large-scale renewable energy and electric/gas transmission projects; participating in and attending internal and multi-party meetings, conferences, public outreach events, and hearings; conducting on-site field inspections of active construction projects; preparing compliance investigation reports and recommending enforcement actions; and reviewing and providing testimony related to transmission vegetation management in utility rate proceedings.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

On or before the date of the examination, you must be a qualified employee of the New York State Department of Public Service and have had three months of permanent competitive or 55-b/55-c service as:

an Utility Analyst 2 (Environmental).

If you were permanently appointed to a qualifying title on or before February 13, 2023, and have served continuously in this title since that date, you are eligible to file for this examination.
