Job Duties

Under the general direction of the Deputy Commissioner, as  Assistant Director, Office Program Planning, Analysis and Development you will assist in the development and management of a process for systematic policy analysis and program assessment throughout the Department.  Specific duties include assessing long-term environmental issues, their impacts on New York State and their policy implications for the Department and State of New York; integrating policy development with federal and state legislative and budgetary processes; and improving the use of quantitative techniques such as risk and cost benefit analysis and cost effectiveness in formulating policy.

Additionally, you may act as liaison with the Governor''''s Office to develop policy options or manage especially difficult policy issues.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.
Candidates must have a bachelor''''s degree in an environmental discipline and six years of managerial experience, four of which primarily involved legislative and public policy analysis with respect to environmental programs.

For the purpose of this examination, managerial experience is defined as having overall responsibility for management planning and analysis; policy development and program application; preparation and execution of related budgets; and supervision of staff.
