Job Duties

As Intermediate Care Facility Program Manager 1, you would:

Oversee the operations of one or more community-based ICF with fewer than 20 beds; and supervise clinical and support staff assigned to the ICF(s).  

Oversee and manage ICF operations.  

Develop and implement ICF policy and residential procedures.

Establish performance standards and observes treatment activities to determine program effectiveness.  

Review residential programs for compliance with federal, State, and certification requirements, regulations, and guidelines; modify programs based on individuals needs and abilities.

Participate in the development and implementation of individuals service plans; communicate program goals, objectives, and individuals progress and/or changes in condition to parents and/or family members.  

Monitor individuals cases, progress, and report to verify that service plans and assessments are completed and individuals needs are being met appropriately.

Oversee records maintenance activities to ensure compliance with certification, regulatory, and legal requirements.

Work with the Business Office to monitor and control the use of ICF funds according to approved spending plans; approve requisitions for supplies, materials, and equipment; and ensure appropriate documentation of financial activities.  

Oversee physical ICF operations, including maintenance and housekeeping to ensure residents health and safety.  

Coordinate inspections performed by outside agencies, complete Plans of Corrective Action in response to Statements of Deficiencies when necessary, and follow up on citations.

Respond to crisis and emergency situations as needed during both work and non-work hours.  

Initiate, conduct, and report investigations of possible neglect and abuse at the ICF; analyze findings, and make recommendations.  

Supervise, coordinate, and direct the activities of clinical and support staff.

Oversee staff assignments and reassignments, evaluate performance, monitor time and attendance, and approve the use of overtime.  

Communicate and provide guidance to staff regarding program objectives, treatment techniques, and ICF policy and procedures.  

Participate in employment activities; identify training needs and arrange for the provision of training.  

Serve as liaison with the community.

Develop and maintain positive community relationships with neighbors, businesses, and other service providers to improve ICF services.

Represent the ICF in conferences, meetings, and public gatherings to communicate program and administrative information, discuss issues related to ICF operations, and encourage volunteer participation in programs.

You must take and pass a Civil Service examination in order to be considered for this position.

On or before the date of the examination, the candidate must be a qualified employee of the New York State Office for People With Developmental Disabilities and have had three months of permanent competitive or 55-b/55-c service as any Grade 14 or higher clinical or direct care position; AND you must have a bachelor’s degree or higher in a human services field.
