As the labor relations advisor to the Governor, the Governor's Office of Employee Relations (GOER) negotiates and administers the collective bargaining agreements that determine the terms and conditions of employment for some 190,000 Executive Branch employees. GOER is also responsible for human resource development within the State workforce. It administers a broad range of labor/management initiatives including training and skills development, and employee health benefits, safety, health, and quality of work/life programs that enable and encourage employees to develop to their fullest potential.
