The Banking Department is an industry-funded regulatory agency that supervises the business of State-chartered commercial banks and trust companies, bank holding companies, foreign bank branches and agencies, savings banks, savings and loan associations, credit unions, investment companies, residential mortgage bankers and brokers, and other financial intermediaries operating within New York State. A Superintendent who also chairs a 17-member Banking Board that is empowered to charter banks and thrift institutions, and to adopt regulations heads the Department. The Superintendent may, in certain circumstances, protect depositors and the general public by closing unsafe State-chartered banks and thrift institutions, and by revoking the operating authority of licensed foreign banks or other non-depository institutions it supervises.
