The Department of Civil Service (DCS), as the central personnel agency for New York State, ensures that a diverse workforce is selected on the basis of merit and fitness. DCS develops and maintains personnel management and testing services, position classification, and occupational health programs, provides technical assistance to State agencies, employees, and municipalities, and administers the State Civil Service Law, Rules and Regulations, and the health benefits program for active and retired employees. The Commissioner of DCS serves as President of the three-member State Civil Service Commission.
