The New York State Financial Control Board was created by the State legislature in 1975 to monitor the financial management of New York City. The Board's powers to review and approve all financial transactions of the City were terminated by the Board on June 30, 1986. However, the Board continues to review the City's four-year financial plan quarterly and reports its findings. In addition, the Board must determine annually when a new control period should be declared. The Board is scheduled to terminate no later than July 1, 2008.
