The Office of Children and Family Services (OCFS) was established in 1998 to improve, strengthen, and integrate services to the State's children, youth, and other vulnerable populations. The agency mission is focused on promoting the well-being and safety of our children, families, and communities. OCFS has wide-ranging responsibilities for the provision of services including: programs and services involving foster care, adoption and adoption assistance; child protective services including operating the State Central Register for Child Abuse and Maltreatment; preventive services for children and families; pregnancy prevention services; child care and referral programs; and protective programs for vulnerable adults. OCFS is also responsible for the functions performed by the State Commission for the Blind and Visually Handicapped. Additionally, OCFS administers and manages residential facilities and specialized programs for over 2,000 youth remanded to the Office's custody by family and criminal courts. It coordinates State government's response to the needs of Native Americans on reservations and in communities, and is responsible for the licensing and certification of locally operated and not-for-profit residential facilities, foster care, and adoption agencies, and day care providers.
