As a Department of Public Service Chief, you would report to a Deputy Director or Director and manage a program or section consisting of professional, technical and support staff, advise the agency’s Directors, Commissioners, and Chair on issues pertaining to the communications, water, electric, and steam utilities; ensure that the utility companies under Public Service Commission (PSC) jurisdiction comply with PSC rules, regulations, policies, and orders; provide technical support, supervision, and guidance to staff in matters pertaining to rate issues, tariff analysis, communication engineering studies, and construction programs of gas, electric, steam, and water facilities; and oversee and/or prepare testimony and testify as an expert witness at hearings before the PSC, other agencies, the Legislature, and Federal agencies.

You must take and pass a Civil Service examination in order to be considered for this position.
There are two examinations for this position. Please note: New York State employees may qualify for both.
For employees of New York State, on or before the date of the examination, candidates must be a qualified employee of the New York State Department of Public Service and have had three months of permanent competitive or 55-b/55-c service as a Chief Gas and Petroleum Safety, Chief Utility Programs, Power Systems Operations Specialist 5, Supervisor Regulatory Economics, Supervisor Utility Accounting & Finance, Utility Consumer Program Specialist 5, Utility Consumer Assistance Specialist 5, Utility Supervisor, Utility Supervisor (Environmental), Utility Supervisor (Safety), or Utility Supervisor (Telecommunications).
For all other qualified individuals, on or before the date of the examination, the candidate must have either:
1. a bachelor’s degree including or supplemented by 24 semester credit hours in accounting and/or auditing courses AND eight years of qualifying experience;
OR
2. a master’s degree in accounting AND seven years of qualifying experience;
OR
3. either qualifying degree as listed in 1 or 2 above, AND a currently valid Certified Public Accountant (CPA) license and registration issued by New York State, AND five years of qualifying experience;
OR
4. a bachelor’s degree with at least 18 semester credit hours in finance, economics, and/or accounting with at least 9 of these credit hours in finance AND eight years of qualifying experience;
OR
5. a master’s degree with at least 18 semester credit hours in finance, economics, and/or accounting with at least 9 of these credit hours in finance AND seven years of qualifying experience;
OR
6. either qualifying degree as listed in 4 or 5 above, AND a Chartered Financial Analyst (CFA) certification, AND five years of qualifying experience.
