Summary of Job Description

Rent Examiners review and process applications filed by landlords, tenants, and their representatives under New York State’s rent control and rent regulation statutes and programs.  Such applications may include requests for changes in rents or services, eviction certificates, and notifications of alleged violations of rental agreements.

Positions in this title series are found within the rent control operation of the Division of Housing and Community Renewal (DHCR).

As a Rent Examiner 1, at the entry-level, the individual may examine applications for accuracy and completeness, and refers cases to Rent Examiners 2 for disposition.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

There are two examinations held for this position.

The Junior Rent Examiner examination is currently used to fill positions in this title.

For all qualified individuals of New York State, on or before the date of the examination, you must be a qualified employee of the New York State Division of Housing and Community Renewal and have had three months of permanent competitive, non-competitive, labor class, or 55-b/55-c service in a position allocated to Grade 6 or higher.

For all other qualified individuals, on or before the date of the examination, you must have one year of full-time clerical or paraprofessional experience in an office or organization which deals with housing or property management related activities. Such experience may be gained, for example, in a housing-related governmental entity or agency, a community organization that deals with housing, a real estate firm, or a law firm dealing with housing or landlord/tenant issues.

Substituted Qualifying Experience: Thirty or more college semester credit hours from an accredited college or university may be substituted for the required experience.
