Job Duties

As a Tax Compliance Agent 3, at the Department of Taxation and Finance, you would be required to ensure that staff activities are in accordance with all New York State Tax Laws, statutes, regulations, policies, and procedures. You would be responsible for leading and developing subordinate personnel involved in the collection of delinquent taxes or other financial obligations. You would be responsible for monitoring organizational work-flow, identifying actual or potential problems, recommending and/or implementing solutions. You would meet with staff on a regular basis and ensure that information is disseminated accurately. You would be required to prepare written reports and present oral reports. As necessary, you would meet with taxpayers and legal representatives. You would be required to manage a program or organization in the absence of a Tax Compliance Manager. As such, you would independently lead and review the organizational unit?s activities to ensure the quality of work and the successful completion of the program or organization?s mission. As directed, you would work on special projects and executive correspondence. When required, you would act as an advocate or witness on behalf of the Department in conferences, hearings, or civil actions. In connection with these assignments, off-shift work may be required. Travel in order to conduct field investigations may be required. Occasional overnight and weekend travel may be required.

As a Tax Compliance Agent 3, at the Department of Labor, you would ensure that staff activities are in accordance with all New York State Unemployment Insurance and Tax Laws, statutes, regulations, policies, and procedures. You would lead and develop subordinate staff involved in the collection of delinquent contributions, penalties and interest; and obtain past due contribution returns (NYS-45?s) or other financial obligations. You would monitor organizational work-flow, identify actual or potential problems, and recommend and implement solutions. You would meet with staff to ensure that information is disseminated accurately, and prepare written reports and present oral reports. If assigned to Central Office operations, you would supervise the work of statewide collection review and handle special cases involving data from confidential sources, bankruptcy and estate matters, and special collection matters. As necessary, you would meet with taxpayers and legal representatives. When required, you would act as an advocate or witness on behalf of the Department in conferences, hearings, or civil actions. In connection with these assignments, off-shift work may be required.

You must take and pass a Civil Service examination to be considered for this position.  

On or before the date of the examination, you must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as follows:

Either A. as a Tax Compliance Agent 2;

Or

B. as a Tax Compliance Representative 3.
