Tax Compliance Rep 1 Spanish Language
As a Tax Compliance Representative 1 (Spanish Language), at the New York State Department of Taxation and Finance, under the supervision of a Tax Compliance Representative 2 (Spanish Language), you would initially be assigned to one of the Department’s collection desk operations working in an environment using the latest technology, software, and automated telephone operations to handle large volumes of incoming and outgoing phone calls and case inventory. You would interact with customers via inbound and outbound calls, and would be responsible for the collection of delinquent assessments and returns. This may require you to explain the collection process; access computer systems in order to provide detailed explanations of assessment(s), account adjustments, payments, and refunds; update taxpayer account information; answer questions concerning the provisions and requirements of the Tax Law; compute taxes, penalties, and interest due to the State; prepare written responses to requests for information; follow up on taxpayers’ cases; research Tax Laws and Regulations in commonly used reference materials; provide technical information on other collection options such as settlements; explain enforcement actions available to collect the debt; make address inquiries; and obtain information required to resolve cases. Other duties include but are not limited to negotiating payment arrangements, reviewing financial documentation, locating property and other assets of debtor, and initiating and determining the next step in collection actions including the service of levies. You would be expected to act in a calm, courteous, and reasonable manner even under very difficult, highly stressful, and at times, confrontational circumstances. All calls are subject to monitoring for quality assurance.
As a Tax Compliance Representative 1 or a Tax Compliance Representative 1 (Spanish Language) at the New York State Department of Labor, you would collect delinquent unemployment insurance contributions, interest, penalties, returns and other financial obligations from employers who have not responded to initial correspondence and assessment methods. You would be expected to maintain knowledge of New York State Unemployment Insurance Law, rules, and regulations. Your duties would include interacting with customers via inbound and outbound calls, as well as written correspondence, issuing warrants, levies, and income executions, processing payment and incoming and outgoing correspondence, updating case history, and using various computer systems and databases. You would explain the collection process, the basis of the debt due, the computation of penalties and interest, and the requirements for filing returns. You would also negotiate payment arrangements, locate property and other assets of debtor, and make recommendations for further collection action. You would be expected to act in a calm, courteous, and reasonable manner when you encounter difficult, uncooperative and confrontational customers. You may also be required to work a non-traditional work week which may include evenings and/or weekends. You would work with various State, county, and local agencies and utilize other sources of investigative information for the purpose of locating delinquent business firms or individuals, determining their financial ability to pay, or for knowledge of other liens or liabilities against employer’s assets and property. When deemed necessary, you would enforce the collection of delinquent contributions, penalties and interest through income executions, seizures, or levies on the assets of the employer. You would also assist in the sale of seized assets and prepare and submit detailed reports of each case handled. In connection with these assignments, off shift work may be required.

You must take and pass a Civil Service examination to be considered for appointment to this position.
There are three examinations used to fill this position. Please note: New York State employees may qualify for more than one.
For qualified employees of New York State, on or before the date of the examination, the candidate must be a qualified employee of the New York State Department of Taxation and Finance or the New York State Division of Tax Appeals and have had three months of permanent service in a competitive, non-competitive, 55-b/55-c, or labor class position allocated to Grade 4 or higher.
For qualified employees of New York State, on or before the date of the examination, the candidate must be a qualified employee of the New York State Department of Labor and have had three months of permanent competitive, non-competitive, 55-b/55-c, or labor class service in a position allocated to Grade 6 or higher.
For all other qualified individuals, on or before the date of the examination, the candidate must have either:
Either 1. two years of full-time experience in a position where your primary responsibility is providing information concerning and/or explaining programs, policies, and/or procedures; resolving problems; or reconciling accounts;
Or 2. one year of full-time experience providing tax specific information and/or tax specific assistance to taxpayers;
Or 3. 30 semester credit hours of college-level study AND one year of the experience stated in qualification #1; OR 30 semester credit hours of college-level study AND six months of the experience stated in qualification #2;
Or 4. 60 semester credit hours of college-level study.
If you are selected for appointment as a Tax Compliance Representative 1 (Spanish Language), you will be required to demonstrate proficiency in that language. Proficiency must be at a level which will permit you to perform the duties of the position satisfactorily.
