Job Duties
As a Workforce Programs Specialist 2, you would review, monitor, and evaluate federal and state workforce employment and training programs to ensure compliance with applicable legislation, rules, regulations, and policies. You would develop, implement, and manage performance and cost reimbursement-based contract documents; provide technical assistance and guidance to programs receiving funding by drafting technical advisories, and program policy releases; and supervise and train Workforce Programs Specialist 1 and support staff.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.
On or before the date of the examination, you must be a qualified employee of the New York State Department of Labor and have had three months of permanent competitive, non-competitive NY HELPS*, or 55-b/55-c service as shown below. If you have received a permanent appointment to a qualifying title listed and served provisionally** in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for this examination.
Either A. a Workforce Programs Specialist 1, Workforce Programs Specialist Trainee 1, or Workforce Programs Specialist Trainee 2;
Or B. an Employment Counselor, Employment Counselor (Spanish Language), Employment Services Representative, Employment Services Representative (Spanish Language), or Occupational Analyst.
Only the title or titles listed are qualifying.
If you are selected for appointment as a Workforce Programs Specialist 2 (Spanish Language), you will be required to demonstrate proficiency in that language. Proficiency must be at a level which will permit you to perform the duties of the position satisfactorily.
