Summary of Job Description

As an Associate Economist (Regulatory Economics), you would apply economic theories to matters that affect public utility regulatory decisions and the implementation of such decisions. This would involve the collection and analysis of economic information and data, and draw upon knowledge of: economic and statistical theory; utility company operations; and the rules, procedures and technical aspects of regulated utility markets. You would write research reports, produce written memoranda and provide expert testimony in administrative hearings dealing with topics related to electric, gas, telecommunications and water industries. You would also perform specialized economic research related to public utility regulations such as forecasting the demand for utility services, design of utility rates, analysis of the competitiveness of utility markets, and analysis of environmental problems encountered by utilities.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

There are two examinations held for this position.

For qualified employees of New York State on or before the date of filing application, candidates must be a qualified employee of New York State and have had three months of permanent competitive or non-competitive service as follows:

Either

A. as a Senior Economist or Senior Economist (Various Parenthetics);

Or

B. as an Econometrician 1, Head Actuarial Clerk, Head Statistics Clerk, Senior Statistician, Senior Biostatistician, Program Research Specialist 2, Program Research Specialist 2 (Various Parenthetics), Senior Municipal Research Assistant, Research Scientist 1 or 2, Senior Actuary Casualty, or Senior Actuary Life, AND you must possess 18 semester credit hours in economics and an additional 6 semester credit hours from among the following course work areas: computer science, economics, econometrics, mathematics, operations research, research methods, or statistics.

For all other qualified individuals, on or before the date of the examination must have:

A) Either

1. A bachelor's degree or higher in economics;

Or

2. *A bachelor's degree or higher including or supplemented by 18 semester credit hours in economics and an additional 6 semester credit hours from among the following course work areas: computer science, economics, econometrics, mathematics, operations research, research methods or statistics.

And

B) Three years of professional experience conducting economic research in the field of public utility regulation. Acceptable experience may include but is not limited to, experience with substantial responsibility for analyzing economic issues related to public or private gas, water, electric or telecommunication utilities. Experience primarily involving the clerical accumulation and manipulation of statistics will NOT be regarded as qualifying for this examination.

Education Substitution:
A master's degree in economics may substitute for one year of the professional experience in conducting economic research described above. A doctoral degree in economics may substitute for two years of the professional experience in conducting economic research described above.

You may submit a copy of your transcript. Applications submitted without a list of courses will be disqualified
