Summary of Job Description

As a Supervisor School Business Management, you would:

Coordinate technical assistance and training for school districts regarding allowable expenditures and accounting principles under Federal Regulations.

Serve as liaison with the U.S. Department of Education program office on fiscal issues.

Manage the Mandated Services aid program, including development of application, review and approval of claims, conducting monitoring visits, managing budgets and preparing annual/final reports.

Develop and refine guidelines and internal controls for allocation and expenditures within the Department.

Coordinate with other offices in SED to streamline fiscal aspects, including web-based applications, data collection, fiscal accountability, and monitoring/compliance reviews.

Assist in developing unit policies and procedures.

Review final documents for compliance with Commissioner's regulations, Department guidance, and general municipal law related to public works projects and ensure accurate data reported to the Office of State Aid.

Perform special assignments as required, such as drafting regulations, updating existing guidance documents and creating new guidance as new laws and regulations are enacted.

Manage the review and processing of final cost reports and supervise project financial auditors to ensure State aid is properly funding eligible construction.

Supervise and participate in the development of training programs for professional staff.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

For qualified employees of New York State on or before the date of filing applications, you must be a qualified employee of the New York State Education Department and have had permanent competitive or 55-b/55-c service as follows:

Either I.  three months as an Associate in School Business Management or Associate in School Financial Aid;

Or II.  one year in a title allocated to Grade 26 or higher in the Office of Elementary, Middle, Secondary and Continuing Education, where at least 50% of your duties involved providing technical assistance and other services to school districts and/or BOCES in matters of school business management, school finance and budgets, school health and safety, and other issues of statutory and fiscal compliance.
