Summary of Job Description

A Thruway Maintenance Supervisor 1, typically under the general supervision of a Thruway Maintenance Supervisor 2, supervises a maintenance unit made up of skilled, semi-skilled and unskilled workers performing a wide range of activities including, but not limited to, the maintenance, repair, rehabilitation, and construction of infrastructure including bridges, pavement, facilities, retaining walls, rights-of-way, lighting, highway signs, sign structures, guide rail, excavation, rock cuts, fencing, and drainage features. They may also be assigned full responsibility for specific projects, ensuring that all work conforms to necessary safety and environmental regulations. In addition, maintenance units also perform snow and ice, and traffic control operations. To accomplish all of this, Thruway Maintenance Supervisor 1’s will be assigned to various shifts throughout the year and may work in cooperation with other maintenance units. Thruway Maintenance Supervisor 1’s may also be required to work overtime, respond to call outs for emergencies, and/or supervise deployments of maintenance detachments.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

There are two examinations held for this position. Please note: New York State employees may qualify for both.

For employees of New York State, on or before the date of the examination, the candidate must be a qualified employee of the New York State Thruway Authority and have had three months of permanent competitive, non-competitive, or 55-b/55-c service as Journey-level service as a Bridge Electrician, Bridge Painter, Bridge Repair Assistant, Bridge Repair Mechanic, Bridge Rigger, Bridge Welder, Construction Equipment Operator (Heavy), Construction Equipment Operator (Light), Construction Equipment Operator, Thruway Maintenance Worker, Crane and Shovel Operator, or Movable Barrier Operator.


For all other qualified individuals, on or before the date of the examination, the candidate must have had four years of experience in the construction, rehabilitation, or maintenance of paved highways, streets, roads, bridges, or similar transportation facilities.

Substitution: College course work in a program leading to a degree in construction technology may be substituted for one year of the required experience on the basis of 30 semester credit hours equaling one year of experience.
