Summary of Job Description

As an Intermodal Transportation Specialist 1 (Rail Safety), you would provide technical assistance to carriers in the development of safety and security plans and review completed plans to ensure compliance with Public Transportation Safety Board standards, regulations, and practices within the industry; evaluate plans to determine whether they can realistically achieve safety and security goals and recommend changes as necessary; monitor, by continuous review and inspection, carriers' implementation of safety and security plans; supervise track and equipment inspectors in monitoring railroad compliance with applicable federal safety standards and coordinate with the Federal Railroad Administration on enforcement actions; investigate rail, commuter rail, subway, and light rail accidents; prepare accident investigation reports and recommend mitigation measures to avoid future accidents. In addition, you would undertake special studies on critical safety issues; conduct formal audits of system safety programs; and develop findings and recommendations.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

There are two examinations held for this position.  Please note:  New York State employees may qualify for both.  

For qualified employees of New York State on or before the date of the examinaton, you must be a qualified employee of the New York State Department of Transportation and have had three months of permanent competitive or 55 b/55 c service as a Railroad Equipment Inspector or as a Railroad Track and Structure Inspector.

For all other qualified individuals, candidates must have five years of professional work experience in any one or more of the following areas: management or operations of rail, commuter rail, subway, or light rail systems; design or construction of rail, commuter rail, subway, or light rail capital projects; or analysis of rail, commuter rail, subway, or light rail system organization and operations improvements.

This experience must have included one year of supervisory experience responsible for system safety or for the safety of track and structures, motive power and equipment, signals and train controls, and/or operating practices. In addition, this experience must have included at least one year of rail, commuter rail, subway, or light rail systems accident investigation and analysis.
