Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or WestchesterCounties will receive an additional $1,302 annual downstate adjustment. Appointees who work in Dutchess, Orange, or PutnamCounties will receive an additional $651 annual mid-Hudson adjustment.

MINIMUM QUALIFICATIONS: On or before the date of filing your application, you must have:

  1. One year of experience performing field inspections and investigating complaints of wage violations and/or other conditions of employment on construction projects; OR
  2. A bachelor's degree in architectural technology, engineering technology, construction technology, civil technology or criminal justice; OR
  3. An associate's degree in architectural technology, engineering technology, construction technology, civil technology or criminal justice AND one year of experience in an apprenticeable trade in building, highway or heavy engineering construction or in an operations management or office management position in the construction industry; OR
  4. Three years of experience in an apprenticeable trade in building, highway or heavy engineering construction or in an operations management or office management position in the construction industry.


  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service. This information is also available here. You must pay the required evaluation fee.
  4. These positions require substantial travel which may involve occasional overnight stays in carrying out field investigations. Appointees must either possess a currently valid license to operate a motor vehicle in New York State and have access to a motor vehicle on a daily basis, or otherwise demonstrate their capacity to meet the transportation needs of the position. Travel expenses will be reimbursed at the prevailing rate.

THE POSITIONS: These positions exist in the Department of Labor in Albany, Binghamton, Buffalo, GardenCity, New York City, Newburgh, Rochester, Syracuse, Utica, and White Plains.

DUTIES: As a Public Work Wage Investigator, you would, under the supervision of a Senior Public Work Wage Investigator, enforce the provisions of Article 8, 8a, and 9 of the New York State Labor Law which require that the prevailing rate be paid to workers on public work construction projects; gather information used in setting the prevailing rate; investigate to determine the proper classification of work; inspect jobs to ascertain if the proper rate has been paid; and investigate allegations of underpayments, kickbacks, and falsified payrolls.

SUBJECT OF EXAMINATION: There will be no written test. The test will consist of an evaluation of your education and experience. Furnish complete information on your application form (OC-APP) to show that you meet the minimum qualifications. Do NOT send resumes. If you need more space, attach additional 8½"x 11” sheets, following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate your background in areas such as: education and experience in field investigations and inspections, and experience in the construction industry. This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

CONTINUOUS RECRUITMENT/ELIGIBLE LISTS: Candidates who meet the qualifications and pass this examination will have their names placed on the eligible list in the order of final scores, regardless of the date on which they filed or took the test. Generally, the names of qualified candidates will remain on the eligible list for one year. Appeal of ratings will not be allowed as the opportunity for retest exists. The Department of Civil Service reserves the right to terminate this special recruitment program.
