Job Duties

Depending upon assignment, as a Health Program Administrator 1, you would be responsible for a broad range of functions for your program area such as: budgetary/fiscal, human resources, operations, administrative, supervisory, program integrity and other support activities. In addition you may: act as a program liaison to other programs, agencies, and organizations; provide direction to program staff involved in a wide range of field or central office activities; collect and analyze data or information and develop reports/recommendations regarding program activities or responsibilities; review, recommend, modify and/or draft new or revised program regulations, rules, policies, procedures, and standards; review workload statistics, assess program impact and develop proposed strategies for resolving identified problems; oversee or conduct procurement and manage contract deliverables and finances to meet program needs, and review contract effectiveness and fiscal appropriateness; oversee or conduct program expenditure planning and tracking, including cost allocation plan administration; perform monitoring and compliance activities; establish and maintain/oversee systems and reports to monitor activities and effectiveness, including fiscal impact and cost avoidance metrics; develop and oversee information systems required by a program and administer program functions; and manage or conduct internal and external program communications, including website content management, and development of forms and publication content, as directed by your supervisor.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

For qualified employees of New York State on or before the date of the examination the candidate must be a qualified employee of the New York State Department of Health or the Office of the Medicaid Inspector General and have had three months of permanent competitive or 55-b/55-c service in a position allocated to Grade 18 or higher OR as a Trainee 2 in an administrative traineeship.
