As a Management Specialist 3 (Children and Family Services) the duties include developing and providing staff with audit procedures, guidelines, manuals, training materials and instructions, consistent with State and Federal regulations, to meet the specific requirements of an audit; interprets audit guidelines for staff; interprets Federal and State statutes and regulations as they pertain to the operation of the audit unit; meets with officials of local social services agencies, governmental entities, providers, advocate groups, systems representatives, legal representatives, and others for the purpose of defining agency or office policy and audit procedures; provides technical assistance; supervises subordinate staff performing on-site audits; may determine staffing hours, number, and level of staff required to perform audits and management studies; sets schedules and staffing requirements; prepares correspondence and memoranda to assist and advise on audit progress, problems encountered, and preliminary findings; reviews, edits, and finalizes draft reports of field audits; directs the preparation of the final audit report; manages software development and maintenance of systems; may conduct and oversee technical functions related to data extraction, manipulation and analysis from various legacy systems in support of audit activities, office automation activities including hardware/software inventory, purchase, installation and maintenance; develops and maintains a Statewide system of fraud control processes, coordinates activities with agency level IT staff in support of applications, technical functions and analysis; identifies State and local district expenditures that can be claimed for Federal reimbursement; recovers benefits overpayments; and may testify in administrative hearings and appropriate courts on audit findings and matters involving violations of regulations.

You must take and pass a Civil Service examination in order to be considered for this position.
On or before the date of the examination, the candidate must be a qualified employee of the New York State Office of Children and Family Services and have had three months of permanent competitive or 55-b/55-c service as a Management Specialist 2 (Children and Family Services), Associate Auditor, or Associate Accountant.
