Job Duties

This title was previously called Citizen Participation Specialist 3 and was renamed effective July 13, 2017.  There were no changes to the duties or minimum qualifications as a result of this name change.

As a Public Participation Specialist 3, you may perform any of the duties assigned to lower level positions, as listed above; serve as an immediate assistant to the Public Participation Specialist 4 and supervise lower level Public Participation Specialists and other technical staff assigned to the program; may serve as regional coordinator in the agencys largest regions; analyze major agency programs and proposed actions; develop processes and statewide guidelines to seek out the attitudes and concerns of the public in order to facilitate effective decision-making by program managers; advise senior level agency staff in the theory and application of public involvement; conduct training in the theory and application of public involvement; provide program guidance to regional offices; compile and complete reports of public participation required by the federal government for various funding initiatives and programs; respond to high level communications and correspondence with government agencies and stakeholders; assist in the preparation of budgets related to citizen participation program development; assist in the conceptualization, preparation and release of multi-media resources to the public; and may function as bureau director in his/her absence.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

For qualified employees of New York state, on or before the date of the examination, the candidate must be a qualified employee of the New York State Department of Environmental Conservation and have had three months of permanent competitive or 55-b/55-c service as a Citizen Participation Specialist 2/Public Participation Specialist 2 or as a Citizen Participation Specialist 1/Public Participation Specialist 1.
