Upon successful completion of 12 months as Program Research Specialist Trainee 1 Econom Fin, you will automatically advance to Program Research Specialist Trainee 2 Econom Fin.

Note on Traineeships: When current State employees with prior graded State service transition into traineeships, there will be cases where these individuals will be compensated at a higher rate than the hiring rate of the "equated salary grade" of a traineeship. Specifically, in these cases, the starting compensation of a traineeship will be the higher of either: 1) the hiring rate of the "equated salary grade;" or 2) an employee's current graded salary. For those current State employees with no prior graded service who transition into traineeships, these individuals will be compensated at the hiring rate of the "equated salary grade." Overall, because of the various intricacies associated with the State's salary mechanics, the Office of the State Comptroller should be consulted regarding the actual compensation paid to any State employee transiting to a traineeship.

Summary of Job Description

The Department of Civil Service's Division of Classification & Compensation has renumbered the Program Research Specialist (and various parenthetics) and Principal Criminal Justice Program Research Specialist titles effective October 27, 2022. Program Research Specialists (Economic Finance) participate in research studies and assist in developing studies relating to various economic and financial factors such as rate setting methodology, aid formulas, grants distribution, aid payment schedules to educational institutions, taxation, real property tax levy, and Medicaid reimbursement. Use knowledge of current research methodology to evaluate and analyze agency programs and present your findings to operations and management officials.

Trainees will receive a combination of structured training, on-the-job training, and/or practical job performance to gain the knowledge and experience necessary to function at the full performance level.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

There are three examinations for this position. Please note: New York State employees may qualify for all three.

For employees of New York State, on or before the date of the examination, the candidate must be a qualified employee of New York State and have had two years of permanent competitive or 55-b/55-c service in a position allocated to Grade 7 or higher AND you must also possess 9 credit hours of statistics, economics, econometrics, research methodology, data analysis, or data modeling.

For all other qualified individuals, on or before the date of the examination, the candidate must have a bachelorís degree or higher, including or supplemented by nine (undergraduate or graduate level) credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling.

The Professional Careers Opportunities (PCO) examination is also used to fill this title.
