Job Duties
As a Utility Engineering Specialist 2 (Gas Pipeline Safety), you would work as a lead inspector in the Pipeline Safety Section and perform duties related to natural gas, hazardous liquid and steam infrastructure including, but not limited to: conducting audits and providing recommendations related to necessary corrective actions; and developing advanced knowledge and understanding of processing waiver petitions filed by pipeline operators. You would independently perform inspections and review inspection reports developed by lower-level engineering staff related to natural gas facility construction; investigate consumer complaints related to hazards involving utilities and incidents involving natural gas and hazardous liquids pipelines; and independently perform facility design review. You may also be responsible for analyzing and processing safety related utility proposals and evaluating the impact that proposed changes will have on the utilities and consumers in New York State and testifying as part of administrative proceedings on behalf of the Department.

Summary of Minimum Qualifications

For employees of New York State, on or before the date of the examination, you must be a qualified employee of the Department of Public Service and have had 45 days of permanent competitive, non-competitive NY HELPS or 55-b/55-c service as a Utility Engineering Specialist 1 (Gas Pipeline Safety), or Utility Specialist 2 (Safety).****
If you have received a permanent appointment to a qualifying title listed and served provisionally in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for this examination.
****Due to the December 2024 title structure change, permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as an Assistant Engineer (Gas Pipeline Safety) or Engineer Trainee leading to an Assistant Engineer (Gas Pipeline Safety) is also qualifying.
