Upon successful completion of 12 months as Labor Services Rep Tr 2 Loc Vet Emp Rep, you will automatically advance to Labor Services Rep Local Vet Empl Re.

Note on Traineeships: When current State employees with prior graded State service transition into traineeships, there will be cases where these individuals will be compensated at a higher rate than the hiring rate of the "equated salary grade" of a traineeship. Specifically, in these cases, the starting compensation of a traineeship will be the higher of either: 1) the hiring rate of the "equated salary grade;" or 2) an employee's current graded salary. For those current State employees with no prior graded service who transition into traineeships, these individuals will be compensated at the hiring rate of the "equated salary grade." Overall, because of the various intricacies associated with the State's salary mechanics, the Office of the State Comptroller should be consulted regarding the actual compensation paid to any State employee transiting to a traineeship.

Summary of Job Description

As a Labor Services Representative Trainee 2, you would be trained, under supervision, to assist customers and provide services to the public in accordance with quality and quantity standards mandated by various laws, rules, and federal regulations. You would learn how to interview and elicit information from customers to ascertain services appropriate to meet their needs. Such services could include: eligibility determination for unemployment insurance benefits, making determinations regarding overpayments and forfeit penalties, reviewing cases submitted for unemployment insurance hearings, referral to employment opportunities and/or training programs, or various alternative services available from the Department of Labor and other public and private agencies. You would use computer applications and keyboarding skills to accomplish many of these activities.

As a Labor Services Representative Trainee 2 (Local Veterans' Employment Representative), you would perform the same duties as described above for the benefit of eligible Veterans, transitioning service members, and other eligible persons. You would provide and facilitate a full range of employment and training services and advocate for Veterans with business-, industry-, and community-based organizations. Limited out-of-state training will be required.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

For employees of New York State, on or before the date of the examination, the candidate must be a qualified employee of the New York State Department of Labor and have had three months of permanent competitive, non-competitive, or labor class service in a title allocated to G-9 or higher. In addition, to qualify for Labor Services Representative Trainee 1 (Local Veterans' Employment Representative), you must meet one of the following requirements:

Either

1. you must be a Veteran of the U.S. Armed Services who served on active duty for over 180 days for purposes other than training (unless you were released from active duty because of service-connected disability) and received a discharge other than dishonorable. A copy of your DD-214 will be required at the time of interview.

Or

2. you must be the spouse of a person in the U.S. Armed Services who died of service-connected disabilities, the spouse of certain active duty individuals forcibly detained or listed as missing in action, or the spouse of a 100% disabled Veteran;**

Or

3. you must have served as a member of a reserve component in the U.S. Armed Services under an order to active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and received a discharge other than dishonorable.**


For all other qualified individuals, on or before the date of the examination, the candidate must have a bachelor's degree and one of the following:

Either

1. you must be a Veteran of the U.S. Armed Services who served on active duty for over 180 days for purposes other than training (unless you were released from active duty because of a service-connected disability) and received a discharge other than dishonorable. A copy of your DD-214 will be required at the time of interview;

Or

2. you must be the spouse of a person in the U.S. Armed Services who died of service-connected disabilities, the spouse of certain active duty individuals forcibly detained or listed as missing in action, or the spouse of a 100% disabled Veteran;**

Or
