Job Duties

As a Supervisor Utility Accounting and Finance, you would be primarily responsible for a designated unit within the Office of Accounting, Audits and Finance (OAAF), with specific responsibility for certain companies. You would supervise teams of lower-level auditors and financial analysts on various work projects including rate cases, petitions for various financial transactions proposed by regulated utilities, mergers, or audits and generally responsible for leading, guiding, and the career development and evaluation of staff in the unit, as well as assuring work is planned and completed in a timely manner. You would analyze and adjust petitions for various financial transactions proposed by regulated utilities; determine revenue requirements in formal cases or special studies; evaluate utilities' compliance with generally accepted accounting principles, Public Service Law, Public Service Commission (Commission) rules, regulations and policies, Internal Revenue Service Code, and the Commission's Uniform Systems of Accounts; conduct financial examinations of books and records in Commission proceedings; and represent OAAF at senior staff and Commission meetings. You would also supervise subordinates, including subordinate supervisors, assigning work and setting priorities, and ensuring that subordinates stay current on financial and technical issues in the areas of regulation, Commission policy, economics, accounting, and finance. You would oversee and/or prepare testimony and testify as an expert witness at hearings before the Commission, other New York State agencies, the Legislature, and Federal agencies. You would periodically join OAAF's Management Team in their routine meetings and participate in OAAF's Management Team/Unit Leader meetings designed to share information among units.
