As a Higher Education Services Program Analyst, in general, you would assist in the administration of State and federal student financial aid programs (grants, scholarships and guaranteed student loans). You would be assigned to participate in or supervise some or all of the following activities: developing, preparing and editing technical and informational material and publications; preparing and conducting training, workshops and other informational customer service and outreach activities for students and their families, colleges, lending institutions and other organizations; conducting program and compliance reviews; analyzing and interpreting the laws and regulations governing student financial aid programs and communicating the information in written and oral form; responding to requests for information and technical assistance regarding student financial aid; and supervising program operations, including liaison with other organizations and levels of government.
The level of the titles within this career ladder vary based on the level of supervision, complexity of the duties involved, degree of independent judgment, etc.

You must take and pass a Civil Service examination in order to be considered for this position.
For qualified employees of New York State on or before the date of the written exam, you must be a qualified employee of the New York State Higher Education Services Corporation and have had three months of permanent competitive or 55-b/55-c service as a Higher Education Services Program Analyst 2 or a Senior Higher Education Services Information Representative.
