Summary of Job Description

The Department of Civil Service's Division of Classification & Compensation has renumbered the Program Research Specialist (and various parenthetics) and Principal Criminal Justice Program Research Specialist titles effective October 27, 2022. Program Research Specialists (Health Systems Analysis) participate in research studies and assist in developing studies relating to health care delivery systems, State and federal surveillance systems, health regulatory and policy analysis, quality assurance, best practices and clinical outcomes. Use knowledge of current research methodology to evaluate and analyze agency programs and present your findings to operations and management officials.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

There are three examinations for this position. Please note: New York State employees may qualify for all three.

For employees of New York State, on or before the date of the examination, the candidate must be a qualified employee of New York State and have had two years of permanent competitive or 55-b/55-c service in a position allocated to Grade 7 or higher AND you must also possess 9 credit hours of statistics, economics, econometrics, research methodology, data analysis, or data modeling.

For all other qualified individuals, on or before the date of the examination, the candidate must have a bachelor’s degree or higher, including or supplemented by nine (undergraduate or graduate level) credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling.

The Professional Careers Opportunities (PCO) examination is also used to fill this title.
