OASAS Program Managers supervise, manage, and oversee the development, implementation, evaluation, and continued operation of addictions programs in New York State. Incumbents support addiction services with responsibility for major geographic districts and/or functional areas, and have a variety of responsibilities in areas such as district operations, certification, licensing, credentialing, systems resources, special populations, and quality assurance. Incumbents plan, implement, and evaluate the addictions services system throughout New York State.
The OASAS Program Manager 3 is responsible for the statewide development and implementation of policy and/or procedures for major agency initiatives. The incumbent typically provides management and direction to multiple bureaus within a division or would be responsible for a sensitive area of policy development. The incumbent would oversee the development of position papers, agency publications, and planning documents.

You must take and pass a Civil Service examination in order to be considered for this position.
On or before the date of the examination you must be a qualified employee of the New York State Office of Alcoholism and Substance Abuse Services and have had either:
A. three months permanent competitive or 55-b/55-c service as an OASAS Program Manager 2;
OR
B. two years permanent competitive or 55-b/55-c service as an OASAS Program Manager 1 or Addictions Planning Analyst 4.
