Job Duties

OASAS Program Managers supervise, manage, and oversee the development, implementation, evaluation, and continued operation of addictions programs in New York State. Incumbents support addiction services with responsibility for major geographic districts and/or functional areas, and have a variety of responsibilities in areas such as district operations, certification, licensing, credentialing, systems resources, special populations, and quality assurance. Incumbents plan, implement, and evaluate the addictions services system throughout New York State.

The OASAS Program Manager 2 manages a major area within an assigned division; develops major agency documents, implements policy initiatives, and maintains responsibility for an assigned program that may consist of multiple components. The incumbent also negotiates with other state agencies, local governmental units, and provider groups to implement OASAS programs.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

On or before the date of the examination the candidate must be a qualified employee of the New York State Office of Alcoholism and Substance Abuse Services and have had either:

A. three months permanent competitive or 55-b/55-c service as an OASAS Program Manager 1 or Addictions Planning Analyst 4;

OR

B. two years permanent competitive or 55-b/55-c service as an Addictions Program Specialist 4 or Addictions Planning Analyst 3.
