As an Employee Insurance Examiner 2, you would supervise lower-level Employee Insurance Examiners and/or lower-level clerical staff. Under the general direction of a Human Resources Specialist 1 (Benefits), you would assign work and/or review work for accuracy, ensure adequate unit phone coverage, assist in writing procedures, recommend program enhancements, and resolve complex enrollment and accounts receivable issues by applying Civil Service rules and regulations governing the New York State Health Insurance Program (NYSHIP). You would assist enrollees in the NYSHIP as well as state and local government agency Health Benefits Administrators maintain their employees’ enrollment in health, dental, vision, and life insurance benefits. Extensive telephone work speaking to enrollees and/or agency staff is common, as is written communication and daily transaction processing. You may be assigned to work on special project teams when the Division is implementing new or changed benefits.

You must take and pass a Civil Service examination in order to be considered for this position.
On or before the date of the examination, you must be a qualified employee of the New York State Department of Civil Service and have had three months of permanent competitive, non-competitive or 55-b/55-c service:
Either A. as an Employee Insurance Examiner 1;
Or B. an office assistant, clerical, or keyboarding position allocated to Grade 9 or higher.
NOTE: In accordance with Section 52.11 of the Civil Service Law, individuals serving permanently in the non competitive or labor class in a qualifying title (including those serving under Section 55-b/55-c) who otherwise meet the requirements for taking this examination are eligible to compete in this promotion examination.
