Summary of Job Description

As a Medical Eligibility Examiner 1 (Spanish Language), you would be assigned duties related to the New York State Medicaid Program and other public health insurance programs within the Department of Health (DOH). You may be the primary contact with the general public, applicants, doctor offices, and hospitals, gathering documents and information in order to review applications for renewals of public health insurance; provide information on public health insurance eligibility; determine eligibility; collect appropriate documentation to support and maintain eligibility status; or conduct quality assurance activities. You would receive on-the-job training in eligibility determination, elementary investigative techniques, interviewing procedures and practices, and Federal, state, and local laws policies and/or procedures concerning the provisions of public health insurance programs.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

On or before the date of the examination, the candidate must have two years full time experience performing at least one of the activities listed below in a program that: provides reimbursements for health care services; works with social services program areas; determines eligibility for a consumer assisted program in a hospital or other health care facility; provides health care regulatory oversight; or performs quality assurance and interpretation/application of standards of health care.


1. determining eligibility for a health care or consumer-assisted program in which financial eligibility criteria must be met;


2. performing quality assurance activities to ensure compliance with laws, rules, regulations, and policies.

Substitution: Thirty (30) college credit hours may be substituted for one year of qualifying experience. You must clearly demonstrate how you meet the remaining one year of required experience.

If you are selected for appointment as a Medicaid Eligibility Examiner 1 (Spanish Language), you will be required to demonstrate proficiency in that language. Proficiency must be at a level which will permit you to perform the duties of the position satisfactorily.
