Summary of Job Description

As a Medicaid Eligibility Examiner 2, you would perform duties related to the New York State Medicaid Program and other public health insurance programs within the Department of Health. You would develop and review eligibility scenarios to test new computer applications and systems. You would process basic and more complex eligibility applications and address specific concerns for resolution of more complex applications that require interpretation of policies and procedures or additional investigation. You would supervise subordinate staff, plan and conduct staff training in response to revised regulations or procedures, schedule work, and monitor workload and quality assurance of work completed by staff. You may serve as a paraprofessional and provide expertise and support to professional positions in staff bureaus regarding policy, operations, benefits, services, and eligibility for Medicaid and other public health insurance programs.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

There are two examinations for this position. Please note: New York State employees may qualify for both.

On or before the date of the examination, you must have:

Either 1. Three years of experience performing one or more of the following activities in a health care delivery system including health care facilities; federal, State, or local health care agencies; hospitals; Medicaid programs; and/or other public or private health insurance programs: Determining or reviewing financial eligibility for healthcare or consumer-assisted programs to ensure individuals meet eligibility criteria specified in State and/or federal laws, rules, and regulations.  Performing quality assurance activities to ensure compliance with laws, rules, regulations, and policies.

Or 2. 30 semester credit hours AND two years of experience performing one or more of the following activities in a health care delivery system including health care facilities; federal, State, or local health care agencies; hospitals; Medicaid programs; and/or other public or private health insurance programs: Determining or reviewing financial eligibility for healthcare or consumer-assisted programs to ensure individuals meet eligibility criteria specified in State and/or federal laws, rules, and regulations.  Performing quality assurance activities to ensure compliance with laws, rules, regulations, and policies.
