Summary of Job Description

As a Developmental Disabilities Operations Director 1, you would:

Work closely with other OPWDD units/bureaus, Counsel's Office, DDSOOs, DDROs and voluntary not-for-profit agency providers on policy and transformation issues.  

Review and examine proposed legislation, regulations, and policy for consistency with OPWDD strategic initiatives and operational issues.

Oversee and analyze quantitative data sets drawn from OPWDD information systems and other data collection efforts.

Coordinate the broad range of research and planning activities of bureau staff members.

Ensure that all individuals benefits and entitlements are applied for, secured, and maintained to their fullest extent and an individual's Personal Allowance is properly calculated, provided, and used for each individual.

Ensure that revenue and reimbursement is maximized for OPWDD state operated programs.

Work with the Office of Information Technology Services staff to ensure that the Tracking and Billing System (TABS) meets the billing requirements for the Revenue Support Field Office's use.

Act as the Commissioner for District 98 Medicaid hearings and ensure that all rules and regulations are adhered to in administering the Medicaid program for the Department of Health.

Serve as the fiscal contact for outside audits of Medicaid funding performed by the Centers for Medicare Medicaid Service, DOH, Office of the Inspector General, and OSC.

Assist in the planning, development, and refinement of reimbursement methodologies, cost reporting, and revenue generation.

Calculate direct and indirect costs for all State operated programs.

Direct and coordinate the development, preparation, presentation, implementation, and execution of the agency's budget.

Attend hearings with the Division of the Budget regarding justification of budget requests.

Prepare agency and/or division spending plans and monitor expenditures to conform to fiscal guidelines established by the Governor, the Legislature, and the Federal Government.

Oversee statewide Business Office activities including contracts, purchasing, payroll, client cash, and transportation.

Provide management and oversight to the Contract Management Unit which processes all contracts entered into by OPWDD by developing contract boilerplate and contract procedures; providing technical assistance and training to OPWDD offices; developing, issuing, and coordinating the evaluation process of all Central Office Request for Purchase (RFP) procurements and providing technical assistance to district offices relative to complex procurements.
