Summary of Job Description

As an Economic Development Program Specialist 2, you would be responsible for providing detailed technical and problem-solving assistance to economic development organizations and to businesses/prospective businesses in New York State. Incumbents serve as project team lead and may supervise the activities of subordinate staff, and will be responsible for promoting and publicizing the services of the Department of Economic Development.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

There are two examinations for this position. Please note: New York State employees may qualify for both.

For employees of New York State, on or before the date of the examination, you must be a qualified employee of the New York State Department of Economic Development or the New York State Office of Cannabis Management and have had three months of permanent competitive, non-competitive, or 55-b/55-c service as:

Either A. an Economic Development Program Specialist 1, an Economic Development Program Specialist Trainee 2, or an Economic Development Program Specialist Trainee 1;

Or B. a Business Marketing Program Analyst 1, Senior Agency Services Analyst, or Senior Certification Analyst.

For all other qualified individuals, on or before the date of the examination, you must have:

Either 1. seven years of professional economic development experience in a subdivision of government, not for profit organization or economic development office of a public utility firm working primarily in programs and activities intended to attract, retain or create jobs for the general public through tourism promotion, export assistance, urban and regional planning, redevelopment of blight or counseling of minority-owned, women-owned, veteran-owned and/or small business enterprises, or commercialization of academic research and technology for the purpose of job creation;

Or 2. seven years of professional experience with a private business which has its principal business activity in one or a combination of the following areas:

professional site selection consulting which includes analyzing a variety of location considerations including labor, taxes, energy, infrastructure, real estate, construction and regulations, and making recommendations to industrial businesses on where to locate, expand or consolidate operations;

industrial/commercial real estate development which includes: analyzing locations, selecting a location and achieving the approval, financing, design and construction, and reconstruction/rehabilitation of industrial or commercial real estate properties;

economic development consulting which includes consulting economic development organizations concerning economic development strategies, programs and practices;

economic development project management which includes managing the administration of an economic development incentive project from the point of inception through funding disbursement;

Or 3. a combination of the above types of experience which must total seven years;

Or 4. an associate's degree AND five years of the above experience;

Or 5. a bachelor's degree AND three years of the above experience.
