Summary of Job Description

As a Rent Examiner 2, you would examine applications to determine whether actions requested by landlords or tenants are justified based on regulatory guidelines; recommend approval or denial of routine requests for changes in rent; communicate with landlords, tenants, and attorneys regarding alleged violations of rental agreements; and recommend disposition of routine cases. In setting rental rates on property not previously rented, you would check rents of other comparable property and make recommendations to Rent Examiner 3 for setting maximum rent allowance. You may also review Petitions for Administrative Review (PARS).

Summary of Minimum Qualifications

You must take and pass a Civil Service examination to be considered for this position. There are two examinations held for this position:

For qualified employees of New York State on or before the date of the examination, you must be a qualified employee of the New York State Division of Housing and Community Renewal and have had three months of permanent competitive or 55-b/55-c service as a Rent Examiner 1.

For all other qualified individuals, candidates must have:

Either 1. four years of full-time experience in an office or organization (including members of the United States Armed Forces) which deals with housing or property management related activities where your duties were related to rentals, leases, subsidized rents, and other tax benefits, and/or the completion of applications used by the Division of Housing and Community Renewal;

Or 2. 30 semester credit hours of college-level study AND three years of the experience stated in qualification #1;

Or 3. 60 semester credit hours of college-level study AND two years of the experience stated in qualification #1;

Or 4. 90 semester credit hours of college-level study AND one year of the experience stated in qualification #1;

Or 5. 120 semester credit hours of college-level study.

Examples of non-qualifying experience include but are not limited to: Experience limited to custodial or construction duties is not considered qualifying experience for the purpose of the exam.
