Summary of Job Description

As an Institution Steward, at the Department of Corrections and Community Supervision, you would plan and direct the general business activities at a correctional facility and supervise the work of the business office. You would monitor the facility's appropriations, payroll, supervise purchasing and receiving activities, and in some facilities oversee personnel activities. You would also maintain full responsibility for the fiscal operations of the facility Commissary, Inmate Accounts, and in some facilities, Employee Mess (or similar dining room service).

As an Institution Steward, at the New York State Education Department, under the general direction of the Superintendents of the New York State School for the Blind and the New York State School for the Deaf, you would assist in the oversight and direction of the schools as it relates to their fiscal, business management, and administrative operations. The Institution Steward serves as an active member of School Leadership Teams and advises and trains staff on business, fiscal, and administrative matters.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination to be considered for appointment to this position.  There are two examinations used to fill this position.  Please note:  New York State employees may qualify for both.

For employees of New York State: On or before the date of the examination, you must be a qualified employee of the New York State Department of Corrections and Community Supervision and have had permanent competitive or 55-b/55-c service as follows:

Either 1. three months as a Calculations Clerk 5, Correctional Services Internal Auditor 2, Head Account Clerk, Payroll Examiner 3, Purchasing Agent, Senior Accountant, or Senior Budgeting Analyst;

Or 2. one year as an Assistant Purchasing Agent, Office Assistant 3 (Calculations), Payroll Examiner 2, or Principal Account Clerk.

For all other candidates: On or before the date of the examination, you must have:

Either 1. a bachelor's degree in accounting, business administration, business management, economics, marketing, or public administration AND three years of experience in the administration of a business office or program with primary responsibility for all of the following areas: budgeting, personnel, and purchasing. This experience may be in one position or a combination of positions;

Or 2. a master's degree in accounting, business administration, business management, economics, marketing, or public administration AND two years of experience in the administration of a business office or a program with primary responsibility for all of the following areas: budgeting, personnel, and purchasing. This experience may be in one position or a combination of positions.
