Job Duties

As a Contract Management Specialist 2, you would supervise Contract Management Specialist 1s in the planning and development of procurement methods and documents. You would evaluate or review the more complicated contracts, and purchases, Requests for Proposals, Invitation for Bids, Sole/Single Source Procurements, and other related financial documents. You would provide guidance, technical assistance, and training to agency staff and/or potential bidder(s) to facilitate the contract and procurement processes, ensuring all control requirements are met; perform on-site and central reviews of contract implementation and performance; monitor voucher payment process for assigned contracts; monitor purchasing process; propose changes to existing program guidelines or assist in the development of new guidelines; participate in the bidder debriefing session; and conduct or direct research into prevailing industry trends and prices.

Summary of Minimum Qualifications

For employees of New York State, on or before the date of the examination, you must have had forty-five (45) days of permanent competitive or 55-b/55-c service as either:

A. Contract Management Specialist 1, Contract Management Specialist Trainee 2, Contract Management Specialist Trainee 1, Business Officer 1, Business Officer Trainee 2, Business Officer Trainee 1, DHSES Program Administrator 1, Parks Regional Grants Administrator or Purchasing Agent;

Or

B. Head Account Clerk, Senior Budgeting Analyst, Budgeting Analyst Trainee 2 or Budgeting Analyst Trainee 1.

Only the title or titles listed are qualifying.
