Summary of Job Description

Human Resources Specialists 2 (Attendance and Leave) serve as subject matter experts in the areas of attendance and leave and employee relations to a variety of groups, including employees and representatives of state agencies. Incumbents answer attendance and leave inquires (oral and written) from agency officials and employee organization representatives. They represent the unit as required at negotiations, arbitrations, meetings, and other forums in a knowledgeable and professional manner. Incumbents draft language for the Attendance and Leave Manual and related memoranda, bulletins, and reports in a clear and concise manner that accurately reflects relevant laws, rules, regulations, contract provisions, and memoranda of understanding. They ensure that resources, files, etc. are updated and available to enable staff to respond to questions on employee benefits and attendance and leave. Incumbents may supervise and train Attendance and Leave staff, assign work, and review production and quality.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

The eligible list for the Associate Staffing Services Representative (Attendance & Leave) examination is used to fill this title.

For all qualified employees of New York State, you must be a qualified employee of the New York State Department of Civil Service and have had permanent competitive or 55-b/55-c service as described below:

Either A. three months as a Senior Staffing Services Representative, Staffing Services Representative Trainee 1 or Trainee 2, Senior Staffing Services Representative (Attendance and Leave), Staffing Services Representative Trainee 1 or Trainee 2 (Attendance and Leave), Senior Affirmative Careers Program Specialist, or Affirmative Careers Program Specialist Trainee 1 or Trainee 2;

Or B. three months as a Senior Classification and Pay Analyst, Classification and Pay Analyst Trainee 1 or Trainee 2, Senior Personnel Examiner, Personnel Examiner Trainee 1 or Trainee 2, Senior Municipal Personnel Consultant, Municipal Personnel Consultant Trainee 1 or Trainee 2, Senior Administrative Analyst, Administrative Analyst Trainee 1 or Trainee 2, or Engineering Personnel Examiner 2.
