The Division of Alcoholic Beverage Control (DABC) is headed by the three-member State Liquor Authority, and oversees the manufacture, distribution, and sale of all alcoholic beverages in New York State. The State Liquor Authority issues licenses and permits in the alcoholic beverage industry, works with local law enforcement agencies to ensure compliance with the Alcoholic Beverage Control Law, and regulates trade and credit practices related to the sale and distribution of alcoholic beverages at wholesale and retail outlets. The State Liquor Authority inspects premises where alcoholic beverages are manufactured or sold and has control over the number and type of such licenses issued, as determined by public convenience and advantage. The annual report of the State Liquor Authority includes data on types of licenses in effect, revenues collected, disciplinary actions taken, and other activities.
