Job Duties

Taxpayer Services Specialists perform various technical activities that require an in-depth understanding and application of various tax laws and using automated processing systems in providing taxpayer information, assistance and technical support.  These activities include program development and evaluation; identification of tax processing system requirements; testing of tax processing systems; administration of contracts governing processing activities; provision of taxpayer contact centers services; and the resolution of return processing errors, taxpayer protests, collections, and requests for refunds.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

For employees of New York State on or before the date of the examination, the candidate must be a qualified employee of the New York State Department of Taxation and Finance or the New York State Division of Tax Appeals and have had three months of permanent competitive or 55-b/55-c service as either:

A. as a Taxpayer Services Specialist 2, Tax Processing Specialist 2, Taxpayer Services Representative 3, or Bank Services Contract Specialist 1;


B. as a Tax Technician 2 (any specialty), Tax Auditor 1, Tax Compliance Representative 3, Tax Compliance Agent 3, Senior Administrative Analyst, Senior Accountant, Business Systems Analyst 1, Real Property Analyst 1, Chief Clerk, or Data Processing Fiscal Systems Auditor 1.
