Job Duties

As a Taxpayer Services Specialist 3, you would manage the overall operations of assigned unit(s) within a section and plan and oversee the activities of teams led by Taxpayer Services Specialists 2. This includes disseminating guidance to staff regarding the more technical and difficult issues associated with the workload of the unit; proposing recommendations to management for process improvements; reviewing and disseminating changes in policy or procedure to subordinate staff; and identifying training needs for staff and administering staff training. You may also participate in bank services reviews; identify and resolve problems with cash management services providers; and ensure third party processors adhere to procedures and quality standards.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

On or before the date of the examination, you must be a qualified employee of the New York State Department of Taxation and Finance or the Division of Tax Appeals and have had 45 days of permanent competitive, non-competitive NY HELPS*, or 55-b/55-c service as shown below. If you have received a permanent appointment to a qualifying title listed and served provisionally** in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for this examination.

Either A. Taxpayer Services Specialist 2, Taxpayer Services Specialist 2 (Spanish Language), Tax Compliance Agent 2, Tax Compliance Agent 3, Tax Compliance Representative 2, Tax Compliance Representative 2 (Spanish Language), or Tax Compliance Representative 3;

Or B. Business Systems Analyst 1.
