Summary of Job Description

As a Human Resources Specialist 2 (Labor Relations), you would perform similar duties to plan, develop, or direct a labor relations program or a portion of it for an agency or a group of facilities. Illustrative duties include: direct the implementation of collective bargaining agreements; represent the agency in statewide and agency level negotiations, and direct or participate in labor management committees; provide expert advice and assistance to program managers and supervisors in disciplinary matters; review and evaluate changes in negotiated agreements, and advises management of their impact on the labor relations program; provide advice and consultation to supervisors and managers to ensure proper interpretation and administration of contract provisions and avoid misunderstandings that may lead to employee dissatisfaction and grievances; prepare witnesses for both direct and cross examination at disciplinary arbitration hearings, prepare and present opening statement outlining witness testimony, case evidence, and theory of the case; deliver closing argument summarizing major points of Stateís case or draft written brief summarizing main arguments and presenting persuasive discussion of managementís case; liaison with legal office on issues involving employee relations activity, including litigation involving disciplinary action or grievance determinations, and Equal Employment Opportunity Commission and Division of Human Rights complaints; and supervise lower level professional and clerical staff involved in labor relations activities.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

On or before the date of the examination, you must be a qualified employee of New York State and have had 45 days of permanent competitive or 55-b/55-c service as:

Either A. Human Resources Specialist 1 (Labor Relations), Human Resources Specialist Trainee 2 (Labor Relations), or Human Resources Specialist Trainee 1 (Labor Relations);

Or B. Human Resources Specialist 1, Human Resources Specialist Trainee 2, or Human Resources Specialist Trainee 1.
