Job Duties

Human Resources Specialist 2 (Municipal Assistance) provide technical advice and assistance to municipal civil service agencies on all aspects of merit system administration, including: position and jurisdictional classification; examination administration; application review; Civil Service Rules text and appendices recommendations; transactions; and the application of Civil Service law and rules to various situations. Incumbents solve problems raised by municipal civil service agencies and provide direction and training for staff to resolve issues. They may serve as the lead consultant on such assignments as Technical Assistance Reviews, program audits, or other projects.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

On or before the date of the examination, the candidate must be a qualified employee of the New York State Department of Civil Service and have had three months of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1 (Municipal Assistance), Senior Municipal Personnel Consultant, Municipal Personnel Consultant Trainee 1, Human Resources Specialist Trainee 1 (Municipal Assistance), Municipal Personnel Consultant Trainee 2, or Human Resources Specialist Trainee 2 (Municipal Assistance).
