Job Duties

As an Associate Capital Program Analyst, you will review and approve federal and state funding requests for highway and bridge-related activities for scoping, preliminary and detailed design, Right-of-Way (ROW) incidentals and acquisition, construction and construction inspection, operational and miscellaneous activities. You will identify and resolve possible changes to project schedules and costs; extract and analyze data related to the Department's Capital Program; assure data integrity across multiple data systems; evaluate and prepare draft recommendations for aspects of transit internal and sub-recipient policies with respect to federal and state programs; review the development of guidelines and application materials for different funding programs. Additionally, you will coordinate and manage Federal Aid programs such as the Transportation Alternatives Program (TAP), Transportation Enhancement Program (TEP), the Safe Routes to School Program (SRTS), Federal Lands Access Program (FLAP), Ferry Boat Program (FBP); and will assist with the administration of State Aid programs such as of the Consolidated Local Street and Highway Improvement Program (CHIPS), PAVE NY, Extreme Winter Recovery Program (EWR), and State Touring Route Program.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

On or before the date of the examination, you must be a qualified employee of the New York State Department of Transportation and have had three months of permanent competitive or 55-b/55-c service as a Senior Capital Program Analyst, Capital Program Analyst Trainee 1, Capital Program Analyst Trainee 2, Intermodal Transportation Specialist 1, Transportation Analyst, Program Research Specialist 2 (Transportation), Senior Budgeting Analyst, Auditor 1, Internal Auditor 1, Senior Accountant, Contract Management Specialist 1, Assistant Engineer (Civil/Transportation), Senior Administrative Analyst, Construction Specialist 1 (Transportation),* or Assistant Engineer (Civil).**

Only the title or titles listed are qualifying.

If you were permanently appointed to a qualifying title on or before May 13, 2022, and have served continuously in this title since that date, you are eligible to file for this examination.
