Summary of Job Description

As a Building Construction Program Manager 3, you would manage numerous, large sized and complex construction and renovation projects complicated by factors such as large dollar value and multiple trades. You would serve as project manager for the planning, design, scheduling, monitoring, and management of technical and administrative aspects of the design and construction process. You would supervise and evaluate the work of lower level Building Construction Program Manager staff, or equivalent architectural and engineering staff or contractors.

Summary of Minimum Qualifications

You must take and pass a Civil Service examination in order to be considered for this position.

There are two examinations held for this position. Please note: New York State employees may qualify for both.

For employees of New York State, on or before the date of the examination, you must be a qualified employee of the New York State Office of General Services and have had three months of permanent competitive, non-competitive, or 55-b/55-c service as a:

Building Construction Program Manager 2, Building Construction Program Manager 2 (Scheduling), Facilities Planner 2, Associate Superintendent of Construction, Construction Specifications Writer 1 (Architectural), Construction Specifications Writer 1 (Mechanical), Construction Estimator 3 (Architectural), Construction Estimator 3 (Mechanical), Senior Architect, Senior Landscape Architect, or Professional Engineer 1 (any parenthetic).

For all other qualified individuals, on or before the date of the examination, you must have:

Either 1. nine years of experience in multi-trade building construction, which must have included at least two years of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas: construction planning, coordination of multiple trades, cost estimating, project scheduling, material purchasing, resource management (including labor, material, and equipment scheduling), and contract document reading and interpretation (e.g., plans and specifications). Two years must include supervision of subordinate staff;

Or 2. an associate's degree in architecture, architectural technology, landscape architecture, building science, engineering, engineering technology, construction technology, construction management, or project management AND seven years of experience in multi-trade building construction, which must have included at least two years of managing multiple multi-trade building construction projects. Experience managing building construction projects shall include responsibility for three or more of the following areas: construction planning, coordination of multiple trades, cost estimating, project scheduling, material purchasing, resource management (including labor, material, and equipment scheduling), and contract document reading and interpretation (e.g., plans and specifications). Two years must include supervision of subordinate staff;

Or 3. a bachelor's or higher degree in architecture, architectural technology, landscape architecture, building science, engineering, engineering technology, construction technology, construction management, or project management AND five years of experience in multi-trade building construction, which must have included at least two years of managing multiple multi-trade building construction projects. Experience managing building construction projects shall include responsibility for three or more of the following areas: construction planning, coordination of multiple trades, cost estimating, project scheduling, material purchasing, resource management (including labor, material, and equipment scheduling), and contract document reading and interpretation (e.g., plans and specifications). Two years must include supervision of subordinate staff.
